"Have you been getting enough sleep recently? Any illnesses? Strange chemicals?" Cesar straightens and puts a hand to his chin, looking for all the world completely unmoved and unconcerned. If it weren't for the fact that this is his brother, Cesar might as well seem as though he were talking to a total stranger about directions to the nearest subway, rather than about potentially serious mental health conditions with his only family alive.
There is a pause, and the gears in his head visibly turn and work to mull this problem over. With as big a brain as his, surely his next words will be something useful, something clearly geared towards resolving this puzzle.
"... This is very strange."
Or not. Cesar thinks for a little longer, before appearing to shake himself, snapping back to the here and now.
"We'd better get you somewhere indoors, mijo. It's not safe for you out where just any Providence agent can find you."
